To get this gun, you have to reach to the basement which is part of Act 3, and there will be a few things you have to pick before you can take the gun.
The first thing that you need to find and pick up is the fuse, and to find it, you need to navigate to the middle of the platform where have to encounter a group of monsters.
Then, right behind the two boxes, where the locked doble-gate is you will find the fuse on the ground with a light pointing to them.
Once you have the fuse, go back to the first elevator that crashed, and use the fuse on the fuse box right next to the elevator.
The gate will open and you pass to the other side where need to pass through the small passage and enter the next room.
In this room, you will find the Skunk Gun Schematics on top of the desk. Just pick it up, and you will be able to unlock this powerful shotgun.
Simple as that, now you can go and find the gun by yourself and defeat all the monsters that will come to you.
