There are waters in Sonic Frontiers that hold secrets and cannot be drained until you remove the plug.
The plug is being held by a giant stone in the sky that needs to be hit with a rocket and brought up higher in the sky.
In order to shoot with the rocket, you need to first find it and load up a cannon with it.

How To Drain Water
Each Water Puddle has a giant chain in the middle that is connected with a giant stone in the sky.
Around each of those puzzles, you will find a rocket. Simply Sai Loop around the rocket to unlock it and pick it up.
Pick up the rocket and load it into the nearest cannon.

Once loaded, aim at the center of the red stone to turn it blue and drain all the water that has been clogged.
