Fortunately, you can catch this Pokemon very early in the game.
As soon as you finish the Academy near the start of the game, you will be able to fully explore the world and will want to leave a Messagosa through the West entrance and continue heading to the left until you come across the first town called Cortondo.
Once you are there, the exact location of Eevee is South of province Area Two, in the Olive Fields just west of Cortondo.
Among the Olive fields, you will see Eevee walking around. They spawn at all times of the day whether it’s morning, noon, evening or nighttime.
