You need to get to this quest mentioned in the heading above. Once you are there, simply follow the quest where you will touch a giant tree and the Jinni in the Magic Bottle will gain a power upgrade.
Liloupar Power in Dune-Entombed Fecundity Part 1 Quest
Once you get on this quest is where you will be able to find the next power-up for your jinni in the bottle.
It will be at a staircase that leads down into a small little room. A small greenery can be seen on the ground. Go there and collect the next jinni in the bottle power-up.
Liloupar Power in Dune-Entombed Fecundity Part 2 Quest
Just after completing the previous quest and getting the previous power-up, you will enter the ruin as you follow the quest and find the power-up in another staircase that leads down. Simply get to the greenery and interact with it to obtain this power-up.
Liloupar Power in Dune-Entombed Fecundity Part 3 Quest
And just after the previous one, continue following the main quest’s objectives until you find yourself in the Wounded Shin Valley area. There just follow the path and turn around once you drop down into the ruin.
You will see the power-up in a small room.

The Falcon’s Hunt quest – Day 2 After Daily Reset
Here you need to go to one of the world quests marked in the image below.
Speak with the NPC to begin The Falcon’s Hunt mission. After you follow the regular quest objectives, you will see and be able to obtain the power-up.
Memories of Gurabad – Apocalypse Lost – Day 2 After Daily Reset
This is another world quest that you can accept and follow its objectives. After doing so, the last objective will lead you to the Liloupar’s fragment and allow you to get the power-up.
